In Denmark,
interconnect prices can be regulated by means of the Best Practice
method, an international benchmarking method. Best Practice is historically
a strong regulatory pricing-tool. Since 1998 the Best Practice tool
has been used frequently, often resulting in significant price reductions.
Best Practice has for instance, resulted in a large price reduction
for switched interconnect, interconnect points and interconnect
capacity.
If a Best Practice comparison of an interconnect product shows that
the Danish price level is higher than the price level for the country/countries
being compared, the operator can request the Danish NRA to lower
the price. Interconnect prices regulated by the LRAIC-method cannot
be immediately regulated by Best Practice. However, this still leaves
several products, which can be regulated by Best Practice. For example
Bit Stream Access, number implementation together with miscellaneous
charges.
